Nope. Android is a Java-layer/GUI thing and the OS is Linux...

Rockbox as an App might give you the option of running rockbox under android, but I doubt thats what you'd want anyway.

If systems that run Android can somehow run native apps (using SDL) I don't see why Rockbox couldn't run there. After all, Rockbox is perhaps one of the most suitable and most capable music/media player softwares in existance for tiny/portable devices.

That "If" is a pretty big one though, as I doubt Android as a concept allows native apps to be part of the UI.

(And yes, my knowledge about Android is very limited so I just may be totally wrong here.)
