I went back and forth on that. I can see the argument either way.
So the desired behavior when playing a bookmark is always to set
pitch and speed to 100% in the absence of a bookmark tag to the
contrary?

There already is one, but it isn't persistent between sessions. The
bookmark tag is there to remember pitch and speed settings for a
particular file or playlist. A persistent setting for pitch and speed
was rejected.
