No, generally we don't want that - that is why the theme site checks. Just put a note on saying it requires the font pack (as do the vast majority of themes).


Just to clarify - if someone performs a complete install using RBUtil (the official installation method) they should have the font pack. So this shouldn't be a problem unless someone's explicitly chosen to install via a method that doesn't include the font pack, and hasn't added it in later.
