I know some VLC developers use git on windows:
http://wiki.videolan.org/Git_Windows (did you try the msysgit?)

But I don't know how badly it works, I just assume using native unix
tools on windows is painful and using a VM is the easiest way: setup
some way to make file transfers between windows and the VM, then you're
done.

Also someone on #videolan mentioned it was possible to use mercurial to
make git checkouts (perhaps mercurial works better on windows)
