We stopped purchasing the support contract long ago but they want to force us to buy one just to combine some licenses we acquired through an acquisition. Bunch of crap, oh and we also have to upgrade both servers to 5.4 just to take licenses from one server to the other. We already migrated the data ourselves.
Back to your troubles, 2003 is more strict about permissions. Does the directory your subscription.exe located in have any special permissions on it, like "no anonymous connections"? It could be a permission on the directory, the file itself (not as likely) or even NTFS permissions. Most likely it's in the Internet Information Services MMC program. Right click on the directory involved and click properties, look for Directory Security (if they still call it that) and check the settings on this page. If it's prompting you for a password, it's either in here or it's NTFS permissions. on the NTFS side, I think you need read permission by "IWAM_" or "ILS_" something along those lines.
