Roller 1.3 release

Henri,

I've updated the CHANGES.txt file and prepared the release files:

   roller-1.3-incubating.tar.gz
   roller-src-1.3-incubating.tar.gz
   roller-tools-1.3-incubating.tar.gz

I believe we are ready for release. Where should I upload these files?

I haven't created the tag because I'm not totally sure we're done.
