As I've said before, I definitely support tags as independent metadata that should not be tied to categories.
I don't think we need to decide about the tag based categories right now. We should be fine just getting the tagging implementation in place first, then coming back and deciding how to relate tags and categories. A couple more comments below ... Basically letting users say, "I want to see entries tagged with java and dtrace", and they can see the results on a webpage, or get it as an xml feed and subscribe to it. In this scenerio I don't really see how categories (especially hierarchical categories) could add much value.
