Let me clear up a couple of confusions.
(1) The license is for using the Technorati ratings/link counts and
feed-related features in Planet. Hopefully Dave J will comment further
on this. I'm not as familiar with configuring this.
(2) Weblog pings to Technorati require no license and are controlled by
configuration through the UI. Commenting out the common ping target
for technorati in the properties only affects the initialization of
common ping targets at first startup. Thereafter common ping targets
are administered in the global admin UI. Removing it will not affect
any use of the Technorati license (so you can leave it in).
