One last thing here. I tried to manually set correct action mapping in 
the struts-config.xml file in tomcat, but that didn't work either. Got 
the following error:

*type* Status report
*message* _No action instance for path /admin/domainAdministrator could 
be created_

*description* _The server encountered an internal error (No action 
instance for path /admin/domainAdministrator could be created) that 
prevented it from fulfilling this request._
