Proposal: Theme Encapsulation

I've put together a proposal for the main item of work that I am 
planning for Roller 3.1, which is to provide better encapsulation for 
themes.

It's a fairly simple proposal and shouldn't require a great deal of 
work, so it shouldn't be a problem to get it ready in time for 3.1.
