You can try verifying Roller's behavior by going to the Tomcat port directly
(from some point where you have such access).

This is the proper UTF-8 encoding of that string. Is it only happening
when special characters are on the URL or does it happen with other
entries with spaces in the title?
Check that you have got the URIEncoding="UTF-8" set on the Connector
config in the server.xml.
If you are running it behind web server, e.g. Apache httpd, fronting
Tomcat, make sure it is expecting UTF-8 for URIs as well.

As you can see, there is an extra character encoded in the url, and i have
