UNDP in cooperation with the Romanian Government is initiating a project to support the implementation of Law 157/2004, which institutes a programme of scholarships for managers in the public sector. In this context, UNDP is seeking candidates for the following positions within the project team: � Academic Officer � REF: AOThe Academic Officer will be responsible, under the direct supervision of the Project Manager, for the academic input required in the operation of the scholarship programme. In particular, his tasks will include assisting in identifying and proposing the list of eligible universities to the Commission for Public Managers, managing relations with universities, monitoring the academic performance of scholarships beneficiaries, providing academic advice and orientation to beneficiaries, coordinating and supporting alumni networks and mentorship arrangements. Required qualifications: University
degree in a relevant field (masters degree is an advantage); excellent
command of English language, both written and spoken; experience
in the field of university education, preferably in an international
context; computer
literacy; excellent
communication skills; be
able to work in a team.
� Legal Expert (part-time) � REF: LE The Legal Expert will be responsible, under the direct supervision of the Project Manager, for providing relevant legal advice to the project. Tasks will include: monitoring and advising on relevant developments in the Romanian legal system (that impact on the work of the Commission for Public Managers or the Project Implementation Unit); assisting the Project Manager and Project Implementation Unit staff on all legal aspects related to the operation of the Commission and of the Project Implementation Unit, including on contracting procedures; legal advice on draft decisions of the Commission for Public Managers as well as on decisions adopted by the Commission, prior to their official publication. Required
qualifications: advanced university degree in Law; relevant work experience in the field of law
and/or public service; excellent
command of English language, both written and spoken; experience
with project management and/or civil service reform is an advantage; legislative analysis skills is an advantage; computer
literacy; excellent
communication skills; be
able to work in a team.
The above positions are open to Romanian nationals. The duty station is Bucharest, with travel in-country or abroad as required. Selected candidates will be offered an initial contract for 3 months (trial period), with possibility of extension subject to performance evaluation.
