BRUSSELS, March 30 (Reuters) - European Union Enlargement Commissioner Olli Rehn said on Thursday he would give a preliminary assessment next Monday of whether Bulgaria and Romania have made enough progress to join the bloc in 2007.
Rehn told reporters he would report to the European Parliament's foreign affairs committee in Strasbourg next week ahead of a formal assessment by the European Commission on May 16. The two countries have signed accession treaties but their entry into the 25-nation bloc could be delayed until 2008 if the EU executive is not satisfied they have met key criteria.
Asked about Bulgaria's adoption of constitutional amendments to improve its inefficient and graft-prone judiciary in line with EU demands, he said: "I can only encourage Bulgaria to adopt such constitutional changes that will facilitate completion of the judiciary reform and fight against corruption and organised crime so that nobody's above the law."
