Your Excellency:

 

Our various European countries are rich in unique cultural traditions and
historical inheritance that must be preserved. The St. Joseph Roman Catholic
Cathedral of Bucharest, Romania is part of it.


The St. Joseph Cathedral in Bucharest was built during 1873-1884 after
designs by the world-famous Viennese architect Friedrich von Schmidt,
probably the most important modern Gothic architect next to Ferstel.  Von
Schmidt is well-known for masterpieces such as the St. Stephen Cathedral in
Wien, which he restored, or the beautiful Wiener Rathaus, the Wien City
Hall.

 

The St. Joseph Cathedral is currently threatened by the "Cathedral Plaza
Office Building Project”, a gigantic 20 floors skyscraper which is currently
being built back to back to the cathedral. The project puts the cathedral in
serious danger due to the risks of fatal earthquakes which regularly shake
Romania.  Moreover, the location in the close vicinity of the St. Joseph
Cathedral obviously does no good to this historical and architectural
monument, the main place of worship for Bucharest’s Roman Catholics.

 

Obviously, this is a Romanian debate.  The law regarding safeguarding of
historical monuments prohibits such a construction.  But corruption does not
fear laws; it does not hesitate to destroy any monument of art or national
historical inheritance.

But even more, this is not just a Romanian affair, it is a European debate
too.  Article 151 of the Treaty establishing the European Community calls
for Community action in the field of culture aimed at promoting and
protecting the cultural heritage of the Member States.

 

Mr. President, you are undoubtedly aware of the Written Declaration no.
54/2007, initiated in May 2007 by a group of five Romanian members of the
European Parliament.  The Written Declaration “on the need for measures to
protect the Roman Catholic Cathedral of St Joseph in Bucharest, Romania - an
endangered historical and architectural monument" clearly states that the
competent Romanian authorities are systematically refusing to apply either
the provisions of the national law on protecting historical monuments, or
the provisions of Community law on protecting the cultural and architectural
heritage in this case.

 

The declaration has gathered 424 signatures, more than the minimum required.
Therefore, on Thursday 27 September, the European Parliament adopted the
written declaration, calling on the Commission and Council to firmly condemn
the attitude of the Romanian authorities and initiate the necessary legal
proceedings in order to persuade the relevant authorities to fulfill their
Community obligations under Article 151 of the Treaty.

 

Mr. President, you will soon make an official visit to Romania during
October 15-17, an opportunity to approach the Parliament in Bucharest and to
meet President Traian Basescu, Premier Calin Popescu Tariceanu, and
Presidents of both Chambers of the Parliament, Nicolae Vacaroiu and Bogdan
Olteanu.

 

In view of your upcoming visit, in order to ensure the safeguarding of
cultural heritage and of the historical monuments in our European countries,
I kindly ask you to discuss the issue of the St. Joseph Cathedral with the
Romanian authorities.  Thank you for your support and understanding.
