Wow, I think I'm getting lost in here.  Making Citadel serve anonymous 
users is, I suspect, going to turn out to be a fairly large rewrite, or a 
fairly large hack job.  The whole thing, from top to bottom, assumes a 
user is logged in.  Maybe I could just log in user 0 and be done with 
it...
