I think it's a great idea :)  In fact, I was going to ask about that. 
Security shouldn't be an issue if it's on someone's private machine
and the connection info is emailed privately.  Besides, this is going
to be a "scratch" database anyway.  As part of development, tables
will be created and deleted routinely.  So long as this db is entirely
for RDBO development use and there are no preexisting tables in it,
there's not much that could go wrong.  (Famous last words? :)

Of course, I don't know if anyone is able to offer such a thing.  But
if they were, I'd find it very useful.
