Visual Modeler can be but what Colin said below is correct about missing
features, only use Visual Modeler if you are not use Use Case View. I still
believe sequene diagrams are available in the logical view.

There may well be workarounds (if there are, someone please advise) but
Visual Modeller does not have many of the features Rose offers (e.g. Use

projects. There is no budget to get new Rose licenses (we currently have

Is there anyone that can show the effectiveness of Rose with multiple
licenses, this might help convincing the management that we need more
