To get the association between the two classes that reside in two packages
you just need to get the two classes on one diagram. You can drag-and-drop
one of the two classes onto a diagram that holds the other and draw the
association.
Per Maciek's remark, you will also want to make sure there is a dependency
between the packages in the same direction as the navigability of the
association. The Rose "Report | Show Access Violations..." will complain if
you don't have that in shape.
