An additional issue is what *kind* of licenses you need

People working with requirements/high level design/documentation can usually
get away with a "Modeller" edition. Programmers requiring to generate code
will probably need their specific language edition.

The problem is that you cannot have multiple editions installed on a single
machine at any given moment in time. So, if you have 10 programmers and 10
PM's/requirements/high level design people, you could probably think of 5
"modeller" licenses and a (higher) number of "your language here" edition
models.
 
In my experience, more people than you actually think can use the "modeller"
edition of rose: In an average project, a lot of people use Rose for
requirements, using pre-made designs and *documentation*. In a lot of our
projects, only a handful of people actually use the code-generation
features, even though everybody uses rose.

Since we are a consulting company, we have solved this by setteling on
"Modeller" and "Enterprise" edition only. Since we work in all languages,
purchasing "J" editions or similar does not make sense, especially since it
can create license shortages for "specific" types of licenses. Currently our
enterprise editions outnumber the modeller, but that's only because we're
still rolling out rose. In another few months I am quite sure we'll have 2:1
in Modeller's favour. Quite a few of our Modeller editions are node-locked,
because a lot of requirements-people need to work off-site with their
licenses.

I really think Rational is producing too many different versions of Rose, at
least considering the inflexibility of their floating licenses scheme. It
wouldn't surprise me if they would reduce costs by reducing the number of
variations to 2 or 3 and a simpler price structure, but that's just my guess
;)

You should buy as many licenses as a number of your developers who will

to use Rose at the same time. Note the word "need", not "want". For
example,
if all twenty need to use Rose at the same time, you need twenty (20)
licenses.  If, however, only five (5) will be using Rose simultaneously,
you
can get away with five (5).

To calculate your ROI (Return-On-Investment) just ask yourself the
following
questions:

1) Are your human resources cheaper than the software tools?  For
example,
if your loaded (direct+overhead costs) person-hour are $100 and you have
10
developers waiting 1 hour per week, you have just wasted $1,000 in one
week.
How long before the 'break-even" point?

2) Will your project experience any delays due to some developers
waiting
for a license?

3) Will your developers experience significant frustrations if they
can't
get to Rose when they need to?
