You are right, the Java frameworks are **big**.
An approach that we are recommending to customers eliminates the need to
start a model with the full Java framework. Simply RE into your model, from
rt.jar, j2ee.jar, etc., the specific standard classes that are needed to
support your modeling work. This can enable you to substantially reduce the
memory footprint of models for systems that will be implemented in Java. If
you start your model by reverse engineering a body of existing Java code,
the standard classes that your code references also will be RE'd into the
model. As time goes on, as you need additional standard classes, RE
**these** from the .jar files into your model.
We are working to reduce these memory footprint issues with the full Java
frameworks.

I think you can split JDK into units according to JAVA packages
and "control" then into seperate .CAT files.
Then you will be able to load only parts needed.
