Basically, yes: an Actor is someone or something outside of the system but that interacts with the system.  They define the boundaries of the system.  For example, an answering machine can be inside of a telephone switching system, or be outside of it, in which later case it is considered as an Actor, out of the telephone switching system.
Actors may also be acted upon by the system.  In some cases, you have very passive actors that simply receive information from the system.  A good example may be a Printer device: it just receives stuff to print from the system.  Communications between Actors and the system may occur in both directions.

My understanding is that an Actor is an entity that is outside the scope of the system under consideration. They help us to define the scope that is outside the system as well as what is inside. Actors act upon the system but are not acted upon.
 
Is this a correct description or is there some thing untrue? Please also add the missing parts
