(ROSE) External Hardware Actors ??

Hi,   We develop a system for a parking area and we have a software system that will be link to different harware device like a barrier, an arming loop (a device that recognize the presence of a car) etc. My question: since we will have software component to represent the hardware device, and we will have some controle on them, how do we consider them, like an actor ??
