The following are the release notes contained in the zip -- I don't see a
fix for #22326:
Release note for Rational Rose 2001 Hot Fix Release
This zip file contains a hot fix to the officially released Rational Rose
2001, product number 2001.03.00.271.000 to correct the following defects:
Rose00022127 - Rose Web Publisher crashes on some models
Rose00016478 - In Rose ANSI C++, Pathmap with "&" is not valid for
code generation of source file root directory.
In this zip file you will find the following files:
1. rose.exe and roseres.dll - The Rose executable and associated
resource file
2. cppcvtk2.dll, cppdll.dll, cppevent.dll - Code binary files for the
ANSI C++ addin
3. cppcvtk2res.dll, cppres.dll, resources.dll - Resource files for the
ANSI C++ addin
4. cppstereotypes.ini - The stereotype definition file for the ANSI C++
addin
To apply this hot fix you will need all of the files in this zip file and
should install them using the following steps:
1. Unzip the file where convenient and then copy rose.exe and
roseres.dll to C:\Program Files\Rational\Rose (or your installation area if
the default was not used). Copy all the other files to C:\Program
Files\Rational\Rose\ansi C++.
2. From the command line, register the ANSI C++ dlls using regsvr32
with the commands:
C:\Program Files\Rational\Rose\ansi C++> regsvr32 cppcvtk2.dll
C:\Program Files\Rational\Rose\ansi C++> regsvr32 cppdll.dll
C:\Program Files\Rational\Rose\ansi C++> regsvr32 cppevent.dll
After you have copied and registered the files this hot fix is applied and
you can continue to use Rose.

Assuming everything is setup correctly, looking thru our database of support
cases and defects, this problem "Model File not found"
is listed as being the same defect as
defect 22326 - Web Publisher from the command prompt gives Unsupported
Operation
This defect has been marked as fixed. It now should be just
a question of time as to when this fix will be available.
Last I heard, plan is currently by the end of this month.
