Yes,
it works great if you pay attention to:
*The core model ( .mdl) ( not the control units .cat) is open with
access-right by the first and in read-only by all the others who follows ==>
Unable to make modification in the model (.mdl)except for the first.
<==> Control Unit = Package exported
I suggest you to use workspace (view on the model)
1) Create your model
2) Create your packages
3) Export Them in control Units (for instance CU1, CU2, CU3, CU4, CU5)
4) Open the model and say no when it propose to open Control Unit.
5) Load the Control Units that the user 1 has need. ( for instance CU1, CU3
)
6) Save the Workspace.
7) Close the model
8) Restart at 4 and Load other control units for the user 2 ( for instance
CU2, CU4 and CU5)
9) Save the Workspace with another name.
==> When User load his workspace, it's equivalent to load the model + reply
No + load manually each package needed.
==> When user save , it's equivalent to save only the control unit loaded.
Conclusion: Each user works on their own packages without affect other
package.

Suggestion: It necessites a good organisation in and out of Rose, pay
attention with Path Map if you want to use more version of a model...:-)))

Funky suggestion following the .cat usage which my team does...Create an
package (anywhere) and insert sub-packages one for each of your team
members.  We call these our doodling areas.  Export each as a .cat file and
let team members doodle to their hearts content *without harming or
affecting the rest of the model* providing you're using some source control
system of course.  We do this and it works a treat.  Once a member is happy
with their "doodle" it's checked and then inserted into the model.

well the answer is yes!

How, its so simple....all you have to do is create the
packages and make each package as .cat file and then
you can work with a team of 5 or 50

if you wanna know more than that let me know if you
wanna talk to me on phone I can do that and help you
all the way to setup the project.
