If the scope of your modeling effort (SuD) is the business, use 
business/organizational use cases. The primary actor will be someone or 
something that uses the business in order to attain some goal.

If the SuD is an information system, use system use cases. The primary actor 
will typically be a worker from within the business. The business worker 
uses the information system (SuD) to help business actors (e.g. customers) 
attain their goals. The business worker may later be automated (replaced by 
software - hopefully off to do better things), in effect automating that 
business process.

Once those distinctions are made, you may want to consider the goal-levels 
of both your business and system use cases. Not all use cases are at the 
same goal level! Use cases at the user-goal level, by definition, bring true 
value to the primary actor. Logon use cases, for example, are below the 
user-goal level. People don't get paid to logon to systems. Summary-level 
use cases consolidate and provide context for user-goal level use cases.

Just stereotype your use cases appropriately. If you don't get the modified 
renditions it won't matter since its decorative only.
