No, that is a bad idea. It certainly doesn't reflect what would happen in
real life.

Such a system might achieve what you want by, for example, adding an item to
the 'manager's purchase request list'. In this case, you should have a use
case that reflects this - 'add item to purchase request list'. You might
also have a use case with the manager as an actor that is something like
'read purchase request list'.

In a general sense an actor instigates a use case.
