(ROSE) Usecase for Startup

Where do we represent the startup activity of any System?     A system may require an initial state for performing various operations which I refer to as the startup activity.   We have considered naming it as a use case but as this startup could occur when initiating one of the many activities that the system supports and there is no single entry point , it was difficult to name an actor interacting with the system.   How do we qualify it as a use case ?     TAI Vikram K
