I would suggest that you do not need to show this as a Use Case.  Instead, I would suggest creating a state transition diagram for you system.  The initial state being "none", say, should show an event such as "startup" to transition the system to the "ready" state, for example.  An activity or sequence diagram could then be used to model the "startup" transition.

Where do we represent the startup activity of any System?
    A system may require an initial state for performing various operations which I refer to as the startup activity.
 
We have considered naming it as a use case but as this startup could occur when initiating one of the many activities that the system supports and there is no single entry point , it was difficult to name an actor interacting with the system.
 
How do we qualify it as a use case ?
