I fully agree with your description, except on one point. Directions on actor-use case associations do not show "flow of communications", but rather who is the initiating actor (arrow towards use case), and who are participating actors (arrow towards actor). System is on the other hand supposed (responsible) to deliver its responsibility for the goal. But, sometimes system needs some actors to provide the service in order to deliver its responsibility. These actors are usually called secondary actors, or supporting actors (this can be printer, web service, human who has to do some research to provide the service) Both primary and supporting actors interact with use cases. This interaction can be accordingly to UML modeled by actor-use case association (this association can be directed to emphasize flow of communication). To your use case: May be it would be worth to consider what is the goal of the use case, and if you still believe this is a candidate for use case, try to inspect it against principles outlined above. Anyway, try to concentrate on use case content rather than vaste time with quetions like, whether there should be an arrow to actor in diagram or not.
