I'm not sure what you mean by 'sub-folder' in statement 2 of your original email, but...
I believe the best way to do this is to break it up using packages. In the Use Case View create 4 packages, name the first 'Manage System', and name the rest as you see fit. In the top level Use Case diagram just put the packages in there. You can add some notes or comments stating that each package contains Use Cases related to the general concept represented by the package, i.e. management for the 'Manage System' package. Inside each package you can now define the 8-10 Use Cases that make it up.
