i believe this issue is tackled by an approach that divided use cases in several levels, where a sea level would be the normal one and more detailed fish level and less detailed kite level. As the level of detail increases the danger for functional decomposition increased so caution was advised. I thin this would be useull for somthing like a user management : add user, remove user, ... use cases would be sea level as they are clear defined singular goals of the system and manage users would be a kite level use case.
