The combination of ClearCase LT and ClearQuest, both of which come with all variants of Rational Suite, provides an extremely powerful, but very easy to use, Configuration Management/Change Request Management solution which exceeds VSS or the PVCS Version Manager/PVCS Tracker combination. The main advantages that the CCLT/CQ combination provide include activity-based configuration management (benefit -- it is virtually impossible to forget to migrate a changed file back into your project's common integration area) and Unified Change Management, which is an elegant and easy-to-use automated CM process that comes out-of-the-box with CCLT/CQ (benefit -- your staff are protected from making some ghastly CM process mis-step). Don't take my word for it -- I **am** more than slightly biased :-). In spite of my bias, I would strongly encourage you to take a look at the CC/CQ or the CCLT/CQ combination. It's a much tighter integration tool with Rose than VSS. Not sure about PVCS, though. If you have Rational Suite Enterprise you already have ClearCase LT which is a scaled down version of ClearCase.
