Have you looked into ProjectConsole? This tool allows you to access data from multiple projects. We integrate with many of the Rational Tools such as Rose, RequisitePro, ClearCase and ClearQuest.
It can be configured to warehouse data for metric analysis as well as artifact (object) reporting from all of these tools.
