Actually, there are two separate issues which must be recognized. I'll
address the management concern I see, and leave the technical comnparisons
to people who know more than I.

Let's assume that ReqPro and Rose are as good as the tools the manager is
proposing, and deliver equivalent functionality. Is there a compelling
reason for him not to use a different tool? Communication with other groups?
Support for the tools? Familiarity among his team with a certain tool set? A
tool champion? Time and budget to learn a new tool?  This is as much a
business decision on his part as a technical requirement. If 'unification'
of tools across the enterprise is a goal, then is he being measured on his
movement toward that goal?

If the answer to any of these questions is 'religion' then this is a
decision that he and his P&L leadership will have to examine and weigh. As
you can tell, I don't believe that telling everyone to use a particular
manufacturer's tools 'just because it would be nice and consistent' is a
very good reason.
