Try to change the following registry: HKEY_CURRENT_USER\Software\Rational Software\Rose\Rose AutoConstructMainDiagrams from No to Yes. (NB: close Rose before changing this setting). This will create a package overview diagram under each diagram and populate the digram with the classes during the reverse engineering process with Rose2001A or 2002.
