Your quite correct, the Model Integrator is also a tool that might be of use. Slightly more userfriendly than diffing the files in Clear Case or Source Safe, but you're still far from a userfriendly review mechanism. What about diagrams ? It would be nice to be able to see the changes visually (added classes, removed classes, moved classes, added notes etc.) instead of viewing a subset of the petalformat to look at the changed value of the "location"-field (when a class has moved on a diagram for instance).....Removed classes could be depicted with a red cross over it, added classes with a green color or whatever....
