Have looked at the online help section: About Unique Identifiers for Diagram Elements
It explains about this topic in detail. If you have not, please go to Help > Contents and Index > Contents tab > Expand Rational Rose Model Integrator > Concepts > About Unique Identifiers for Diagram Elements. By default, Rose does not assign unique identifiers to elements in the various diagrams. So, when you compare/merge two models, it will not be able to compare the changes in the diagrams in both models. To enable such comparison, you would need to use ViewsUseUniqueIds=Yes.
