You are not the first one to get this problem with the Tool menu. Please note that on Windows 2000 was not a supported platform for Rose 98i. If I remember well the work-around was to use the Alt-Tab key instead of using the mouse to select the Tools menu. This issue did not occur with the following release (Rose 2000 or 6.5). I would advise you to upgrade to a later release.
