In some of the other tools such as ReqPro, you can set read/write/update/create permissions on "requirement elements" (ie. requirements, requirement types, document types, requirement attributes, etc.) effectively controlling who can create various requirement artifacts. Can you do the same thing in Rose with respect to who can or can't create model elements ? For example, could I prevent a user from being able to create a package ?
