I have just looked to the REI API.( I am using it throught VB6)

I achieve to get  object positions but i don't know the scale of these objects?
[Hsia, John] Do you mean x, y position?  If so, you have to locate the appropriate diagram in a package and then either look through all the view objects or find a view object from the model element.
