Yes.  It doesn't do anything yet though.  I'm working on quite a few
things at once at the moment.

That's a good point.  Yes.  We'd still need a check box by each bank in
the studio bank dialog to indicate which banks are drum-type in the
first place, of course.

Incidentally there is also still the possibility of using "channel
groups", yet another planned but not-yet-implemented feature.  The
idea here was to be able to specify that a particular device was
configured to listen to only a subset of the 16 MIDI channels (for
example if you have more than one synth connected to the same port).
This way the obvious way to set up percussion banks would be to make
them a quite separate device (SC-88 Percussion or whatever) and
attach that to channels 10, 11 and whatever else you like.  That's
less intuitive, though it has the advantage of being a feature that
has other applications too.  And the implementation should be
reasonably straightforward -- I had it mentally marked down as a
probably-but-not-definitely-1.0 feature.
