Your Roland-SC-33.rgd already has variation banks, based on MSB:

<bank name="Primary Variations" msb="8" lsb="0">
<bank name="Secondary Variations" msb="16" lsb="0">
<bank name="Tertiary Variations" msb="24" lsb="0">
<bank name="Fourth Variations" msb="32" lsb="0">
What is unclear to me is how to exclude (id needed) these banks from the
"variation" concept. Guess you don't mind.
