Have you ever seen anything with a panner widget that _didn't_ float above 
whatever window it was panning?  I can't think of anything right off.

I can see where its floating would be especially inconvenient if I have 
several views open.  Which panner pans what?

I'm thinking not.

I'm having trouble visualizing what you have in mind too, for that matter.  
What notation editor has the panner you're trying to imitate?
