It's useful if you want to move from say, page 1 to page 8 in a composition that takes up 100 pages. It's a little more accurate than using scroll bars (and you might have to use both to achieve the same effect), and not nearly as slow as using the "hand-icon grabby thingy".
Why do you need a panner? what about the (Adobe-PDF-like) hand-icon grabby thingy? you should be able to just see basically where you are on the page based on scrollbars/other widgets/etc.....
Also, it's one of those things that's in several other music applications (which shall remain nameless), and it's flat out convenient sometimes...so certain users will probably find it a useful feature (especially users who are wanting to migrate from one of said other notation packages).
But it's probably not 100% necessary, from a minimalist perspective.
