They should be in your KDEPATH/share/config/kdebug.areas . I added them to 
KDE's main tree a while ago, I don't recall exactly in which version they 
were included but it was post-3.1. In any case, append the following to your 
kdebug.areas :

# rosegarden
200000       rosegarden
200001       rosegarden (notation)
200002       rosegarden (matrix)
200003       rosegarden (sequencer)
200004       rosegarden (sequence manager)

(you probably can create your user-specific kdebug.areas in 
~/.kde/share/config)
