So we pretty much have to leave it in the hands of users to avoid doing something unworkable then, I guess.
Just to put in my two cents:
I have about 15 MIDI devices in my setup, and 4 output ports, so I have to use MIDI thru and more than one device on a port.
Therefore I need the flexibility of the current system, even at the expense of possible confusion.
The smart system Chris outlined would be nice - but I can live without it. I coped without it for long enough on my Amiga (Bars and Pipes forever!)
