No, that would be quite wrong from a semantic point of view. This sentence is referring to importing device data from a device that is described in a file. The device is in the file, hence "Import from Device in File". It is not referring to importing from a device into a file -- the device is in the file already, and that's where we're importing from, not to. The wording might not be ideal, but it's semantically describing the right thing. One could _almost_ write "Import Device from File", except that we might not be importing the whole device.
