No, it isn't. Mine has a preposition ("from") associated with the verb
"load". (The "in" is connecting two nouns, not connecting the verb to
them.)
"Load from Device in File" tells us that we're loading something from
something else, and that something else is a device that is in a file.
"Load System Exclusive data in File" doesn't tell us whether we're
loading from or to a file, or what.
You could argue that "load" on its own is enough because you can't load
to a file, but to me it seems to need a preposition as well. Even if
you made that argument, though, the two sentences would still be
grammatically different.

It's still loading System Exclusive data from the file, so "Load System
Exclusive data from File" is perfectly accurate. "Load Device from
File" would be enough if we were simply loading one device out of many
candidates in the file. The reason we need "Load from Device in File"
is that we may be only loading part of a device.
As I said, it probably isn't the best wording. Suggestions welcome...
