OK.  But now I'm even more confused.

I started a new KDE session in Spanish.  I built and installed a version 
of RG identical to current CVS only with the toDouble() calls in 
notefont.cpp still present.  I also added your 

    cerr << "NoteFontMap::NoteFontMap() decimalSymbol="
         <<  KGlobal::locale()->decimalSymbol() << endl;        

to notefont.cpp, partly to see what it would say and partly so I could 
tell I was running the right version.

It says

NoteFontMap::NoteFontMap() decimalSymbol=,

BUT clefs and printing nonetheless work correctly.
