Sure. rosegarden.pot is a template for translations. If RG isn't localised to one's mother language, and this one wants to localise it, he grabs rosegarden.pot, saves it to, say, ua.po and goes on editing it. All his credits are then automagically added to .po's header by KBabel (or whatever floats his boat). In soem projects I saw developers suggesting new translators to grab existing translations (like de.po), clean msgstr, fix header, rename and start translating. This is a real waste of time and efforts.
